It might be possible to have all NPC's in one biome area given you meet all the requirements. You can only have so many in one area and you want to group them in preferred orientation. This will depend on the structure material as well as furniture. Give the NPC's their theme living space and enough space between them and they will be happy.

As much as I know you can make a custom biome if the necessary amount of blocks is placed of which came from that specific biome you want to make. Which is very useful too if you don't want them to go that far from each other cause you can just build their houses under it
The Goblin Tinkerer doesn't like the Clothier. But, a way you can get around this, is put them a certain distance away from each other. I think 30 blocks in enough for it.

The hardest one for me was definitely hair stylist, even tho i found spiders almost the the very beginning of the game (i hate spiders. i was standing ooutside that cave making some weird tunnels to not have to be near them.)

Lol my tavernkeep spawned in hell whilst I was fighting the wall of flesh, managed to talk to him in time - but you guessed it - he ran straight out a door in the skde of the building and fell in to the lava pit 😂
So for the truffle NPC I was trying to make a house, but I realized when you made s house for him you were using some sort of like mushroom blocks how did you make those?
The hardest NPC for me to get was most definitely the stylist see I believe I played in medium or large world and so I had to tear apart my entire world just find her a spider nest that I already dug up and I just had noticed her it took forever

If you find an NPC and talk to them (mechanic for example), they will move in once you have an available space for them. If they die before then they should respawn
you can relocate npcs in the crafting menu. right above your equipment is a house icon, right click on the box in their room to replace the ones you want.

The truffle npc is not requried to be in a jungle biome, but to make an above ground mushroom biome you need the ground to be mud blocks

Use a pet and make sure there are no npcs near them
Party Girl and Mechanic is my favourite but the Santa Claus (exclusive only during holidays) is good.

Just make sure the background stays the same as when you're in the ocean, it counts as ocean biome and results will be same

Find the housing options (House icon) on the right side of your screen then, u can manage where the NPCs stay.

Those are just regular glowing mushrooms, you can place them.
