Yeah Yularen was Anakins admiral throughout the Clone Wars, they'd often be seen together especially in the earlier seasons. After the Empire came to power he became Chief of the ISB (Imperial Security Bureau)
Yularen can also be seen in live action in Star Wars: A New Hope in the scene in the board room with the other high-ranking Imperial officers aboard the Death Star when Vader chokes that Admiral who mocked him.
Fun fact: The original plan was to have the entire episode filmed from Kallus' point of view, through his eyes, but it was mostly scrapped except for the opening scene. Another fun fact I noticed a very long time after this episode aired was that Thrawn's deactivation code for his combat droids is "Ruhk", the name of his Noghri bodyguard.

Officially those droids are called DT Sentry Droids, the precursor for the DT Dark Trooper Droids, but here they are referred to as Imperial Assassin Droids.
Another Funfact: Kallus was originally going to be a Chiss, the same species as Thrawn. It would've been cool to see how original Kallus would interact with Thrawn because Thrawn is an outcast to his people. The Chiss species is from the Unknown Regions, so Kallus would've have had more development on why he joined the empire, after all Thrawn joined the empire to help his species. It would've been interesting to see if Kallus would chose the rebellion or his people and work with Thrawn. I guess they made Kallus a human so Thrawn would've been more special 🤷🏻♀️
A younger Yularen was in the Clone Wars. He also appeared in Andor after the heist and, of course, a New Hope sitting at the conference table Vader chokes out that officer. He also walks down a hall with other officers in the movie but very quick. Yularen is head of ISB.
I love this episode, I'm sure you can guess why. There's really not much to say extra about this episode tbh, just that things are moving along quickly now, as Thrawn now continues to get closer and closer to his goal

Funfact: This episode was supposed to be entirely in 1st person point of view of Kallus, but it proved to be difficult and expensive to animate it.
