A couple things about my op mod you're using.
None of the fighter pass 2 characters were edited yet because I lacked the motivation to edit their annoyingly complex files
Shulk's Monado arts multiply every single buff and debuff x10. And that's why he died in speed art to the light hit.
Terry's light and heavy command input power dunks do different amounts of damage. The high jumping one deals like 300% iirc.

the point of the inkling neutral b is to cover their opponents ink, activating their gimmick which is a damage multiplier based on how much ink is on them.
The point is that the effect had a lot bigger of a multiplier with the mod

There's no fireballs off the shoryuken sadly, and the different speeds are a thing in SF2 by base, just not to such a degree
