Yes that's correct, the big 5 ITV companies were not allowed to make this programme. It was to give the chance for the smaller ITV companies to make the programme.
This programme could not be made by the big 5.Thames L.W.T. Grananda A.T.V. [Which became Central in 1982] and Yorkshire. It was also because L.W.T. had reduced finance in thier religon department. After the last franchise round in 1993 I believe all regional I.T.V. companies had no department for religious affairs. N.B. This programme went head to head with Priase Be on B.B.C.1. on Sunday evenings.. Sadly both Sir Harry Secome and Dame Thoria Hurd are no longer with us. May they rest in peace.

I was going to ask what TVS were doing filming a Highway in Thames/LWT area - but I presume the show was produced solely by the non-Big Five regions?
