I notice the range has covers over the knobs. Is that due to accidental triggering of the burners??

I have a kenmore stove, inter coil working, out coil not working, I replaced new switch, still same problem, do you know why? (Surface burner is good)
Probably the heating element itself.
Is heating wire broken?
The actual heating element part that heats up the stove top probably failed. Is it an electric range?
