How does the speaker know they're all working flat out. My experience working in the public sector is that thier version of flat out likely to be a normal day in the office for the private sector.

Covid is not a normal 8hr day. Its a 12+ hour shift. Nurses doctors are falling sick n others are covering up their shifts.
