I have almost no experience on bigger bikes, but I can put one leg down comfortably when sitting on the middle of the seat. And i want to say that most of my height is in my legs so that's the reason why I can ride a 250 while being 5'3. Sorry for my bad english.
@@SweatyPotatoGN I’m assuming it’s carborated based on the year, so try cleaning out the carb. If that doesn’t work mess with the air screw on the carb and the jetting.

Hello Dear,
Your bike is with electric fuel pump. This is the reason that you can not find a fuel valve. So all is fine with the bike.
