You have the option to delay your timing on ff4 if you choose to. Another good option is ff3. Hwoarang has tracking issues, so you need to adjust your play based on your opponent's sidestep timing. You can just run up to your opponent and use df4 or jfsr if they are sidestepping to the left. If they are far away, you can use the running armor move by switching stance and running
