The reasom the main things in missions are less effected is because rockstar is OBSSSED with over-scripting things to do everything in exact ways instead of letting the ai pathfind. Meaning they literally cant move in a way they werent exactly told to. So chaos cant effect them
For "Simeon says", the text has to specifically say Simeon says in the text to do it. If it doesn't say Simeon says In the text you have to not do that thing or do the opposite. For example if it just says "dont hold left" (Not simeon says hold left) you have to do the opposite and actually hold left.
