Cruz was working undercover at a massage parlour or something like that. This man raped her. Bosco acted like that because he and Cruz have a... complicated... history. They've been intimate before. There's also the fact that like Bosco said, that guy raped a police officer and their big sense of brotherhood and street justice just played out there.
