when does this play? I can't imagine idling in a fighting game

Its an option to use the idle variations of stages in training mode, I believe its on by default so you could hear this if you play Texas's stage in training mode

According to the game trailer, "Idle" variation also plays if both you and your opponent are idling during a match (AFK, for example), but I haven't tested if that feature is actually in the game.
P.S.: Just tested it and nope, apparently it's not actually in the game. Unfortunate.
