Follow-up only existed here in the form of Institution repeatedly adding small Jackal to the hand. That's hardly enough to say a deck has good follow-up. By the time the opponent could no longer avoid triggering Endymion's effect to search a Spell, it no longer had any value. It got him Mastery, but by that point, he already had low/high scales and all other "Endymion" cards were already out of the deck.

Endymion’s battle destruction effect is one of the best follow ups alongside mythical institution.
It's depends your hand or field, but if you not had a some tool you need minimum 2-3 cards on hand
