Not without question. Brazil is divided about whether Romario ranks above him or not m. I personally rank Pele 1 and Zico 2. Then Romario and R9 in the next two places.
Just replay the 1970 world cup Final, Brazil vs Italy. You will see one of the best Brazilian team ever. I really liked how Rivelino, Jairzinio, Gerson, Carlos Alberto, Clodoaldo, the whole team with Pele. They were great. You have others because they did not have media, tv exposure they are seldom mentioned. Some are like the great Garrincha, Didi, babá, and many more.

For me Neymar is easily top 2... Yeah, no world cup (yet), but he's been by far the best player for Brazil since 2014. Bebeto and Romário played together for the Brazilian national team 23 times amounting to 17 victories 6 draws and 0 losses. The only duo to surpass those numbers that I can think of were Pelé and Garrincha with 40 games, 36 wins and 4 draws. Bebeto, in my opinion deserves a place in that list for sure. For me Neymar is easily top 2... Yeah, no world cup (yet), but he's been by far the best player for Brazil since 2014. Ronaldo Fenomeno played with world-class team: Rivaldo, Ronaldinho, Lucio, Roberto Carlos, Cafu, etc... Neymar has always been alone in Brazil (Excluding defenders...) As a pure footballer, I think there is no one better than Neymar (Maybe Pelé and Maradona)...

Neymar is a great player; I agree with you on that, and he deserves to be among the top 5. However, sometimes goal-scoring numbers aren't everything, and it's difficult to choose and limit players to a specific group since Brazil is a source of legends.
