One items that seems to be omitted from the rule is this depiction on the map: Between the cattle market and table containing the workmen, there is a vertical row of three spaces each with a picture of two, three and four cowboys and a corresponding number of cow card that can be discard, the head of a cow, and numbers (7,10, & 13) along side it. What is this?

20:33 I don't think the city has to be empty; it may have another player's disc; you can not deliver to the same city with the exception of Kansas and San Francisco
