My interpretation of the meaning of her song comes from the end, where she is interacting with a curious individual after a beautiful series of southern scenery.
I believe the man that approached her is in a law enforcement position who is interrupting her as she is harmlessly making art.
I, too, have experienced this type of unwanted interaction and can sympathize her desire for a change.
