You caught a very low tide there, water out of the inner harbour. Surprised the outer pier was closed, but it gets deadly in windy conditions when the tide is up
As you may have seen there was a hand-written signage hanging in the very last shot of this video, saying "Danger! Pier Closed!" And I thought that the extremely low tide harbour looked rather cool. All the fishing vessels were laying down! Thank you very much for commenting.
