Congress hasn't acted on this and dropped negotiations, especially on the republican side where people got elected running on immigration issue only to accomplish nothing.
It's not a matter of funding or enforcement, the entire immigration policy needs to be revised and that's 100% congress' job. This is just another band-aid.
*fix the standards for asylum seekers beyond memorizing 1 phrase
*make it easier for the immigrants who take the legal path
*provide a path for illegal immigrants already residing here to become a resident
*actively deport illegal immigrants who do not get on the path for legal residence
*etc.

Well, in the first place, the president just explained it to you. Maybe listen to it a few times it is a lot of details. And when you're not used to doing something for a living, sometimes well sometimes we can think that we know more about how something works then the professionals who actually work with this thing for a living. It's in there.
See the goal is not to stop the flow completely. This is a nation of immigrants. There's not one person here who didn't come to be an American because their family came from somewhere else. Unless you're Native American, of course. And even they supposedly traveled here on an ice bridge 10,000 years ago.
The point is not to make it, so the people can't come seeking asylum, the point is to make it so that they're coming in legally, and the flow is manageable, and they're being checked when they come through.
In any event, as President Biden said, when you have a Congress that you have to go around in order to get anything done, much like with what he did with student loan forgiveness, he is doing with the constitution allows him to do and he's telling you who is to blame for why it's not more.
