Can't quite make out the maker on it. E.P.N.S. is short for electro plated nickel silver. Usually these come out orange, but since yours was so deep it didn't get tumbled to heck and oxidize.

Google says it started in 1894 and became the national silver company in 1904, and ended up purchasing different companies throughout the years. So I’m guessing this is an oldie. Not just because it was a foot down. Lol.
