The U.S.S.R. ace pilot Vasiliy Pavlov is La-5 fighter master. His unique skills are..
* La-5 Master - Increase boost duration by 25% and increase fire power by 10% when flying La-5
* Frontline Pilot - Decrease risk of fire by 20% and damage taken from AA guns by 10%
Due La-5 fighter original boost duration is 8 seconds, so it can't gain too much aircraft benefit from unique skill 'La-5 Master' (just plus 2 seconds boost duration).
For AA gun damage is not big deal for fighters. We can dodge it with fighter good maneuverability. So Frontline Pilot skill is not too important for La-5.
But for bomber / attacker, AA gun is huge threat for them. And bomber is no need active too many pilot skills to fly, so the 2 skill point wasted (La-5 Master) is affordable.
In my Su-10 bomber, I equipped...
* Navigational Radio (Equip)
* Engine Armor Protection (Equip)
* Specialize Paint (Paint)
* Frontline Pilot (skill)
So total can increase concealment by 49.6% and reduce AA gun damage by 45%. That will make your bomber hard to detect by enemy and won't take too much AA gun damage when you bombing.
I think Vasiliy Pavlov is more suitable to fly bomber / attacker.

Everybody retrains Akira into the Ki-102, and Vasily into this or some other bomber/GA. It's kinda to be expected from the moment they released those pilots. Tbh, I really like the Lavochkin fighters, and I've had an La-5 specialised, just without a pilot. So the pilot came handy.

How do you upgrade your equipment to 478 mine stays at 400 and calibration only gives low increase

You need to calibration it first, and then if tech level increase, press 'apply' button.

and next time you calibration will start from the increased tech level as base.

if calibration is downgrade tech level, don't press 'apply' button and just re-calibration it.
