Where they claim the charge speed increases is from low power to full power and/or when you have a case that causes wasted energy to be dissipated as heat and since the phone will thermal throttle charging speed based on battery temp (if you ever try to charge your phone after it sits in a hot car, you might see a message that it stopped charging due to heat), the fan can improve the charge speed by lowering the battery temp during the charge.
