There is a blade broken off of that Evercool fan if you look closely! It may be the source of the noise.

I don't see Evercool fans too often but I know they do make good fans. They actually used to make fans with machined aluminium frames.

re: the comment about the x1 pcie gpu. you can just take any cheap gpu you can find and chop off all the lanes you don't wanna use. (in case you don't know)
I did this when GPU mining first began, I did it to my old rx 550. but when my main card died and i didnt have a gpu i was pretty sad
Depending on the video card, you may be way under power budget. You only get 75w max power on x16 slots. That being said, there are plenty of super low power cards out there.
That's why the x1 reisers have x16 slots with external power to run normal cards for mining and get 75w from the slots.
