I've heard that you will always be able to send a transaction in congestions times, even with small amount of mana, it may take a day or two or even a week, but it's mathematically proven that you will always be able to send but takes time. I guess it was a video of Hans Moog explaining this.
There seems to be 2 different versions of mana and the iota foundation haven't decided which version they are going to use yet so it's hard to tell how it's going to behave. I think in the video I described something that takes bits and pieces from each version so isn't completely accurate. In the video I had a user with 10 Miota who had 10 mana and then it stopped increasing but I think in the version Hans describes their mana would keep increasing forever so even if there was congestion in the network and it costed 1000 mana to post a transaction, the user could just wait until they had 1000 mana. I think we have to wait and see which version of mana they are going to use
