There was a study done and An Garda Síochána were ranked the 2nd best police force in the world. Also, I feel personally that if the Gardaí had guns, it would take away from the friendly Garda aspect of the Gardaí. And why would a normal Garda Officer ever need a gun, like they're never going to be in a situation where they would find their self in a shootout. Now, not everyplace has an ERU, but if worst comes to worst, the GASU (Garda Air Support Unit) detachment of the Air Corps could just send out a helicopter with an ERU team on it. Or the Army could step in. Like stun batons or tasers are a different story. But the normal friendly Garda Officer just doesn't need a gun.
With guards in Ireland especially in rural Ireland the community guard is up and down to the school and stuff it's a real community job and then the community has a healthy respect for the local guard
My late Dad was a cop in the RUC, in Northern Ireland. As the guys said about An Garda Siochana, no visible tattoos, no beards, no hair touching the collar...Nowadays, the Irish police forces, both north and south have gone to shit....
