You should really cook the mince on its own first to allow for the water to evaporate or drain it and then cook futher to allow it to brown off. then add your sauteed vegetables into the mince. This way you will have a pan to actually deglaze and get a better flavour.

Aren’t you supposed to sauté the onions a bit first?
Bolognese doesn't contain tin tomato it's tomato puree and you forgot the full fat milk to tenderise the meat
