The sitar player on the steps was barefoot because we Indians take our shoos off when we come in. We particularly enter various houses of worship with our shoes off and feet clean. Sitar music is classical music and is tied to worship and personal communion with God.
The part you said that people in the west received it more warmly than people in India. Technically that's true, that doesn't mean we hated it. It's simply that Rahman's older musical works were far more superior. If the academy were to judge him based on his entire body of work then Slumdog Millionaire would probably have not won. But, we all know that that's not how Academy Awards work. So, that's okay. We are all happy for him. By the way, he is also known as the Mozart of the East.
As a mark of respect, most Indian artists don't wear shoes while playing an Indian classical instrument, or while singing or dancing.
