"Seller not shipping ,,," is a problem with EBay's system and frequently not the sellers position. I think it might be a default where the seller has not listed postage arrangements. On a number of occasions recently I have wanted to buy an item on EBay but it had this notice. When I contacted the seller they were quiet happy to post to me and didn't know why their item had this notice.
I love qingbai, a.k.a. "shadow blue" ware. Its color was so pale and subtle it could only be produced on fine porcelain. It had just a hint of iron colorant in the glaze so it had to be fired in a sustained reducing atmosphere. You couldn't fire stoneware in the same kiln as qingbai or it would black-core. With all the scientific advancements in glaze formulation and firing technology, someone could make a fortune resurrecting this ware.
I am the uk seller if your “bargain of the week” I always set as global shipping unfortunately they do not allow antiques for some reason so remove the option. I did have in notes I’d be happy to send anywhere and it actually didn’t sell the first week this was relisted! Someone got a nice piece. I think I got it for £1 or less (cost averaging) from a box auction lot where the auction house obviously didn’t think it was worth anything which was crazy!

If sellers list as part of the global shipping programme - they don’t send antiques so it shows as the person might not send
