One solution I can think of is, ditch zomato and swiggy, and each hotel can have 2 or 3 delivery persons who have a salary and deliver for thier own hotel. And have a phone number dedicated to delivering alone. (smaller hotels can share delivery people and therefore share costs. )

There is no improvement in their jobs and salary. Because they're considers as Contractors and not employees, company can skip adding salary, insurance, PF etc because contractors don't have same rights as employees, called a gig economy. So companies can undercut the cost given to delivery people
Fundamental mistake in analysing: delevery boy is not employee, they are contractors. A contractor can't go for strike. A contractor can withdraw service. The running cost of two wheeler is 2.5 to 3 rupees per kM. Expense for person per minute is 0.75 to 1 rupees per minute. Delevery boy should not work below this wage. So 5km trip will require 25-30 rupees for bike (5+5=10km to & fro: 10x3) & 15 to 20 rupees in wage(20minute driving). Total 40 to 50 rupees minimum. Government can stipulate this. Incentive & bonus can't be made mandatory because they are not employees. As more people become delevery boys, supply will increase, so order per delivery boy will reduce. As a result, total income of delivery boy will reduce. It will be very difficult for live with this income. For a person who consider this as a pocket money, can work with low orders per day.

One more thing, even after 60% off discount, it is still more expensive than if you actually went there or delivered directly from the shop. And this delivery business is not really a profitable business, just see zomato losses through the years
Zomato losses are due to their extremely rapid expansion and customer acquisition.... That's not an indicator of overall business model failure. Main thing is Zomato and Swiggy are currently sitting on extremely valuable Customer Information which they can use to target our tastes and preferences. They have also managed to make online deliveries a part of our life... They don't really have to care about delivery partners for long since they will start experimenting with Drone deliveries soon which will render Delivery partners useless....

Food delivery companies still haven't figured out how to make profit yet. They just keep raising funds from VCs and PEs to keep things running. What they have managed to do is build the brand, now they could pivot the buisness to something like rebel foods. Right now they can't even think of spending more on employees, they're still burning cash after all these years.

Talking about Uber- when I came to india I booked multiple times in Uber from chennai, Banglore and Kerala. The drivers came to my location and asked me to cancel in Uber and pay them directly, in some cases 50-100 rupees more. They told they are at a loss running Uber.

100000000000 Rupees. Ten thousand crore is the amount of money being paid as salary paid by Zomato and Swiggy together, every year. Employees have all the rights to protest. But the impact of these two companies in poverty alleviation of this country is remarkable. Such companies that create mass employment are the real philanthropists.
Where are you getting these numbers from? Even Zomato and Swiggy revenue togethor does not touch the figure you mentioned. Also this is not a charity, people are getting paid for the work they do and the business earns profit from that labour. Gig economy workers lose lots of rights, it is good for them to unionise and push for better benefits.

They are not creating beggers, they are creating independent proud workers. I have no doubt workers still have the right to ask for a better deal. But calling these employers exploiters is a mistake. They have never made a profit yet. Regarding your question on figures. Zomato and Swiggy together clock close to 4 million orders a day. Average payment per order including tips is 75, which comes to 10000 crore. But as you pointed out, Zomato's expenses as per financial report is around 5000 crore per year, adding Swiggy it comes to 10k crore. I suspect either their order numbers are inflated or they don't report partner charges as expenses. Anyways if you add Dunzo, Blinkit, Big basket the amount of employment far exceeds the numbers that I mentioned. I don't think Zomato/Swiggy is going to make money anytime soon (or never). Their business model depends on habit building. Acquire customers, get them hooked into the app using discounts , once they are hooked increase the price and make profit. But Indians are bargain hunters. Once the offer dries up and you have to pay 20-30% more than the restaurant prices , people will think twice before ordering. Delivery alone can't save these companies.

But if you are paying 20-30% extra for the food (delivery , restaurants inflating the price) , you have incentive to go to a restaurant. This would vary people to people of course. Some might still be ready to pay 20% extra for convenience.
Reality of many 🦄. Start a company with a rosy story. Pretend to solve a big issue. Show unrealistic valuation. Hire lot of employees to justify this valuation. Spend maximum on marketing ( blog, vlog, insta, newspapers, online news etc etc) Get maximum funding. Hire highly paid CVD level titles. Take maximum remuneration even though company is making zero profit. Sign up with vendor companies owned by relatives, create fake invoices to divert funds to these vendors. With other vendors make the contract so complicated that you don't hold any responsibility. Hide the fact that you are just an aggregrator, reveal it only when an issue arise.

One solution I can think of is, ditch zomato and swiggy, and each hotel can have 2 or 3 delivery persons who have a salary and deliver for thier own hotel. And have a phone number dedicated to delivering alone. (smaller hotels can share delivery people and therefore share costs. )
In swiggy customer can choose hotels with demand but adding seperate app or phone number for each hotels will not work

There is no improvement in their jobs and salary. Because they're considers as Contractors and not employees, company can skip adding salary, insurance, PF etc because contractors don't have same rights as employees, called a gig economy. So companies can undercut the cost given to delivery people
Fundamental mistake in analysing: delevery boy is not employee, they are contractors. A contractor can't go for strike. A contractor can withdraw service.
The running cost of two wheeler is 2.5 to 3 rupees per kM. Expense for person per minute is 0.75 to 1 rupees per minute. Delevery boy should not work below this wage.
So 5km trip will require 25-30 rupees for bike (5+5=10km to & fro: 10x3) & 15 to 20 rupees in wage(20minute driving). Total 40 to 50 rupees minimum. Government can stipulate this. Incentive & bonus can't be made mandatory because they are not employees.
As more people become delevery boys, supply will increase, so order per delivery boy will reduce. As a result, total income of delivery boy will reduce. It will be very difficult for live with this income. For a person who consider this as a pocket money, can work with low orders per day.

One more thing, even after 60% off discount, it is still more expensive than if you actually went there or delivered directly from the shop. And this delivery business is not really a profitable business, just see zomato losses through the years
Zomato losses are due to their extremely rapid expansion and customer acquisition....
That's not an indicator of overall business model failure. Main thing is Zomato and Swiggy are currently sitting on extremely valuable Customer Information which they can use to target our tastes and preferences.
They have also managed to make online deliveries a part of our life... They don't really have to care about delivery partners for long since they will start experimenting with Drone deliveries soon which will render Delivery partners useless....

Food delivery companies still haven't figured out how to make profit yet. They just keep raising funds from VCs and PEs to keep things running. What they have managed to do is build the brand, now they could pivot the buisness to something like rebel foods. Right now they can't even think of spending more on employees, they're still burning cash after all these years.

Talking about Uber- when I came to india I booked multiple times in Uber from chennai, Banglore and Kerala. The drivers came to my location and asked me to cancel in Uber and pay them directly, in some cases 50-100 rupees more. They told they are at a loss running Uber.

They have never made a profit yet. Regarding your question on figures. Zomato and Swiggy together clock close to 4 million orders a day. Average payment per order including tips is 75, which comes to 10000 crore. But as you pointed out, Zomato's expenses as per financial report is around 5000 crore per year, adding Swiggy it comes to 10k crore. I suspect either their order numbers are inflated or they don't report partner charges as expenses. Anyways if you add Dunzo, Blinkit, Big basket the amount of employment far exceeds the numbers that I mentioned. I don't think Zomato/Swiggy is going to make money anytime soon (or never). Their business model depends on habit building. Acquire customers, get them hooked into the app using discounts , once they are hooked increase the price and make profit. But Indians are bargain hunters. Once the offer dries up and you have to pay 20-30% more than the restaurant prices , people will think twice before ordering. Delivery alone can't save these companies.

But if you are paying 20-30% extra for the food (delivery , restaurants inflating the price) , you have incentive to go to a restaurant. This would vary people to people of course. Some might still be ready to pay 20% extra for convenience.
