Heavy equipment is super hard to stop. Front end loaders that size are designed to move the weight of 4-5 cars with little effort. Spike strips do nothing and they can run over anything.
Any construction vehicle with an exposed air intake can be disable by stuffing something like a jacket into the air intake. Problem is it’s nearly impossible to do while the machine is moving at speed. Those tires though aren’t meant for road use and will blow if they’re ran on the road too fast for too long so keeping it moving actually helps stop something like a loader or telehandler.

The reason he didn’t see him is because he only bent down far enough to look under the car, not at the other side. 4:10 I think he’s refraining from putting his head all the way down to look in case the suspect has a weapon. The main reason I think this is because the officer’s weapon is drawn as he takes a slight peak under the car.
The reason for this is because most heavy equipment brands use the same, or very similar, keys for all of their models. CAT uses the same with most models, Bobcat, Komatsu, etc.
First clip: the officer seems to have thought the suspect was on the other side of the fence, he saw the suspect, but got confused whether the fence was between them or not.
