Why exe over dom?

Likely due to difference in percentages. Dominance has 20% while Exe reduces by almost 30%? If I recall it's around there. Dominance also ONLY affects your auto attack.
Exe's armor reduction does it for auto and ability if I'm not mistaken because it reduces physical prots of the target hit? Likely that EXE is to try and bridge the missing pen too as that one increases damage you do to the one marked target by a percentage.
