I think it's high time that the "dialects" of Arabic be officially declared as separate languages by the countries that use them. Modern Standard Arabic (MSA) is rarely used outside official communication. And the "dialects" have diverged so much that they are no longer comprehendible to one another. It's like how the dialects of Vulgar Latin became the Romance languages. In fact, Spanish and Portuguese are more understandable than say Levantine and Moroccan Arabic.
No, they need to learn Levantine Arabic, 3amiyyeh. It's more closer to Hebrew and easier to pick up. Fus7a is only useful for literature and news media, completely useless when communicating with someone in everyday conversation, plus, it's too rigid and strict in its grammatical rules, whereas 3ammiyeh, like Israeli Hebrew, is more simple and layed back.
Did she say Arab Israelis speak Hebrew fluently "as a second language"? Hell no, they speak it fluently as a first language; their command of Arabic is usually meh at best, and that's the colloquial type anyway.

The Israeli authorities seem to be conflicted about their "dominance" over their Arabic-speaking citizens. Everyone in Israel "should" speak Hebrew, regardless of what other language they speak, but not every native Hebrew speaker should be required by the state to speak Arabic. When the Israeli government makes Arabic compulsory, then they empower the people who antagonize them who are supposed to be subordinate to them.
Dominance? Learning Arabic is just difficult and probably wouldn't have a worthwhile return for the average Israeli, since Israelis are banned from even visiting most of the Arab world. There's little chance of enjoying the culture, utilizing the language for work, etc. by learning Arabic. There's an actual conflict between Israel and the Arab world, but there's no need to turn every little thing into a matter of "domination" and "subordination". Turks and Persians don't speak Arabic on the whole and vise versa. Israel isn't a unique case here that should be hyper-analyzed.
Bilingualism only works when there is a purpose for both languages. Outside of the Arab community, Arabic serves no purpose. Maybe a better idea would have each group speak their own language and focus on English as a link language? English seems to feel falling for many modern Israel citizens, and it would be an opportunity to retain those skills.

They all learn standard Arabic and hear it on TV, so they do understand it. Whether or not they can speak it is something else.
That's the key to peace: Force all Israelis to learn classical arabic.
