Given that their doesn't seem to be problem with printing the arcs, shouldn't it be possible to always print the arcs the same size as the base of the overhang?, the idea is when you decide what size the "circle" that you base the arcs on should be you disregard if part of that circle is outside the desired overhang and always chose a circle that cover the entire base of the overhang. then when the arcs are printed you stop where the overhang ends, any part of the overhang not printed will have the above applied recursively.
