The song was born as a joke for Boel (his wife), then he worked it a little bit to be a tribute to his brother who was an inspiration to him and at the end, the song was looking like a gospel hymn, so he took advantage of that to make it a parody, leaving it fairly obvious that the "he" would be actually Satan, not God. The video follows that road and adds a spice as Papa is portrayed to look like Jim Jones.

The song has various meanings to Tobias outside of the fictional lore and one of those meanings is related to his brother who unfortunately passed away right as Ghost was getting noticed. And of course, within the lore, it's Papa singing about Satan.

I thought is originally “She Is” and it was for friend’s girlfriend that died or something like that.
One of my favourite videos of Ghost. Even though Papa's look reminds more of Jim Jones, the video has a picture of the evangelist Tony Alamo that flashes for a second. Very clever and very chilling since there are kids in the beginning of the video.

I think what you would see in the mega churches of someone like Kenneth Copeland, this video is not exaggerating anything. I like that just a few words are separating a song that the most devout Christian would love to something more sinister.
You hear lots of different things, but when released, various band members confirmed that this song was an ode to former "The Devil's Blood" founder and Watain live guitarist, Selim Lemouchi, who took his own life in 2014...
As @Dan Santos explained so well, altering the focus as songs evolve is TF's MO on much of Ghost's music. Ghost is a constant clash of opposites in so many ways, and that confusion alone attracts the very interest in the band TF wants! If ever there was a band that encapsulated paradox, its Ghost.
As just one example here, I have seen several reviewers say the lyrics state "Two star-crossed lovers reaching out, To the beast with many names", is obviously calling out to Satan... but is it? Its just as easily a metaphor for he and his brother "falling in love" with the many genres of what devout religion used to call the devil's music, Rock! TF has said previously his brother got him into music, so....
That sort of multiple meanings approach, while slipping in a bit of "satan" connotation to stir up the religious circles, is what makes Mr Forge such a lyrical (and musical) genuis....
And getting back to the actual music, 'He Is' is one of the finest rock ballads out there IMO

Ghost has disrupted some conventions about heavy/hard rock and some people don't like having their turf uprooted(Grunge is a good example), not me I've enjoyed Ghost. Every album is different Tobias doesn't try to repeat himself to often.
