Yeah, it seems so! Her skin is absolutely gorgeous, she clearly takes care of it well, but you can see light variations in the color of her skin across her face. Some people naturally have a slightly redder face than their neck, especially if they've used products that weren't right for them in the past. So guilty of that myself.
I am against all sorts of foundations and anything that makes your face into "freshly patched building wall". You don't need a foundation all over your face to make it look even. I only put concealer on scars and discolorations and use finger to put it on moisturized face: no flakes, no worries, no expensive useless sponges!
