I've worked with several licensed plumbers who were approved to do the annual backflow inspections on commercial properties in several cities in Texas, and the official annual "notification of backflow prevention device test due" sent to the property owner cited the nominal size of the device, the manufacturer, the specific serial number, the genre of the device (domestic, irrigation, or fire prevention), and the location on the property - for each individual device. It's possible that some plumbers add the serial numbers to some devices when they are initially installed. I'm not an expert on this subject but this is what I have observed.

The water main shutoff is located near the street where the main water line splits off to go to your house and it contains two valves with a meter in between. It's a very small piece of metal that is very tight, can be turned with most pliers that you can fit inside the box

Heck a Thrift store not to far about half hour drive from me a couple years ago had a couple Police vests and bullet proof vests being sold. anything can pop up at Thrift Stores now a days.

I'm a backflow tester and plumber Here in Oregon's you have to register the Serial number, no way to reuse a hot one. You can still sell it as brass though

I used to work for a major Gas company as a contractor, we had to wear safety vests, helmets, glasses, and have our contractor ID with our picture and name displayed on it. I cant tell you how many times people assumed I was tresspassing on their property, even with a marked pickup truck nearby, or a bucket full of tools. The crazy thing is people would recieve notices in the mail about why we're there, but do not bother reading them. I would even go as far as reciting the individual's name who's name is on the Gas bill, and even then people assumed I was there to serve them a Subpoena (This occurred only in middle class and upper class neighborhoods)
I would consider price checking local plumbers in the area or anyone advertising that they have the backflow preventers in stock it could be trying to create some job security by creating the damage. Remember a story of the firefighter they used to start fires to have a fire to put out.

My apartment complex was throwing them away due to the fact they were changing all the hot water tanks out in the apartment complex. But once they heard I was getting $65 for them they decided to fill up one of the garages there and turned them into them self. Actually, if the part costs as much as they said then that would probably be about right. If they supply the part and labor then it will cost more than you purchasing the part.
Also if the pipe was "cut". The other pipes also had to be replaced. Many business models take the cost of the material time 3 to estimate total cost. Plumbers in my area can easily charge $80-90 a service hour. Not including extra for emergency or after hour service.

I am familiar with back flow prevention devices, vacuum breakers, however I've not seen one installed in an entire home plumbing system just off the incoming water main from the water meter at the curb. The type I've seen are typically installed on faucets in a lab or commercial sinks, I had back flow prevention devices on the print washer and film washer hoses in my darkroom sink for the temperature regulating valve.
The back flow preventer does not keep contaminants from entering your house. Back flow preventers keeps water in your pipes if there is a leak before the BFP ( Back Flow Preventer). All it does it keep the flow going forward not back, Hence BFP.
PVBs cannot be installed below the point of use (sprinkler heads), so if you're installing these in basements perhaps you should either get educated in your profession or find something else to do.

When I was a kid, the local auto and home glass repair store hired men to throw frozen eggs through windshields. My dad, a cop, caught them in the act, in front of our home. 30 years later, still in business.
For starters, anything like that should be located indoors the water meter the backflow preventer ETC.. secondly if this is preventing water from a garden hose to get back into the drinking water system then the backflow preventer should be right at the garden hose connection but also located indoors.
I think they have there pricing wrong. One I installed was 250 for double check solid brass. Plus i installed mine below ground with a locked meter box.

Why do you think they all look the same above the ground? If you installed it below ground you don't know what you are doing.

Here is something I found right off...'Pressure vacuum breakers must be installed at least 6 inches higher than the highest sprinkler. Some jurisdictions require PVBs to be install up to 18 inches above the highest irrigation head.'

You don't need the special tool to shut the water off at the street. It just makes it easier. You can do it with a pair of channel locks.

I am familiar with back flow prevention devices, vacuum breakers, however I've not seen one installed in an entire home plumbing system just off the incoming water main from the water meter at the curb. The type I've seen are typically installed on faucets in a lab or commercial sinks, I had back flow prevention devices on the print washer and film washer hoses in my darkroom sink for the temperature regulating valve.

The back flow preventer does not keep contaminants from entering your house. Back flow preventers keeps water in your pipes if there is a leak before the BFP ( Back Flow Preventer). All it does it keep the flow going forward not back, Hence BFP.
We put those in basements in IL, but I know unfortunately basements are rare in TX.
PVBs cannot be installed below the point of use (sprinkler heads), so if you're installing these in basements perhaps you should either get educated in your profession or find something else to do.

For starters, anything like that should be located indoors the water meter the backflow preventer ETC.. secondly if this is preventing water from a garden hose to get back into the drinking water system then the backflow preventer should be right at the garden hose connection but also located indoors.

I think they have there pricing wrong. One I installed was 250 for double check solid brass. Plus i installed mine below ground with a locked meter box.
Nice installation below ground. You have rendered the device useless. The device has to be a set number of inches above the highest point of your sprinkler system or the system is it in use for. Why do you think they all look the same above the ground? If you installed it below ground you don't know what you are doing.

Here is something I found right off...'Pressure vacuum breakers must be installed at least 6 inches higher than the highest sprinkler. Some jurisdictions require PVBs to be install up to 18 inches above the highest irrigation head.'

But the price tag gone up some on backflow preventers used to be between 100 to 200 and takes all of 5 min to repair with compression couplings that guy got burned on the price

Was a similar issue. Thieves stealing brass fire brigade inlet connectors from buildings. These enable firefighters to pump water into rising mains or augment sprinkler supply. Included a hospital! Perhaps cast aluminum alloy ones will not be so attractive to thieves.
