yeah but then he painted it and then paint ended up going everywhere, including on the wheels of cars, probably also caused paint to flick up onto people's cars as they drove over it by the looks of things, it looks like a really bad mess. Obviously unintentional, but still. The "damage" caused by his painting seems to be much much worse than the damage caused by the rainbow flag.
He should have opted for scrubbing the paint off, rather than painting over it like that, especially if he's gonna do it in the morning right before traffic starts coming through.

That crossing is public property, paid for by taxpayers, therefore he had every right to paint over it. The LGB community have a flag they can fly, it shouldn’t be painted on roads or public owned structures, and shouldn’t be flown from public owned structures.

Wrong. No individual has any right to paint public property. Who was the victim? Numerous cars drove over his puddles of wet paint, splashing it all over the cars and up and down the street. The victims were the car owners. Even if you still hold the delusion that it's OK for him to paint public property, it's sure not OK for him to paint private property.

Government are not elected to paint rainbows on the roads and waste public money doing it . Graffiti-ing public property by painting rainbows is a real crime .
But governments do celebrate various events and causes, spending money as they do. My local council celebrates Easter with an array of colourful flags at each end of my town. They bear a christian message. I'm not a christian, but I'm not small minded-enough to begrudge the cost or time.
They feel welcoming as you approach the town. You can look at public art & structures in a positive way and enjoy them, or you can look at everything negatively and work yourself into a sulk.

I live in England. A mate of mine was given points on his license for failing to stop at a zebra crossing. His lawyer argued that the rainbow flag painted on that crossing by the council didn't meet national requirements for zebra crossings... the case was dismissed, and the points were removed from his license.
