My boyfriend gained certificate iii in cookery and diploma of hospitality management, it is a two years study package, it does not include certificate iv in cookery. He graduated in june 2020, and I was a master student and now I’m holding bridging subclass 485 visa so my boyfriend is able to work full time as a chef. He was trying to apply for chef assessment, but he received the email from tra, requiring him to provide certificate iv statement. It depends what your pathway is. If you want to get a graduate work visa when you finish the course, you may need the course to meet the 2 year study requirement

You must do the Cert IV in Commercial Cookery to be a chef
You would also do the Diploma Hospitality + Cert IV in Commercial Cookery in 2 years

I don't believe a bachelor of hotel management would allow you to pass a skill assessment as a chef . You need a cert IV in Commercial Cookery
