Close but not quite. It's a similar if not the same template to a phaser/ filter combo. I tie these two songs together because of that sound. Good ears you have to hear the resemblance though. It's uncommon in this tone deaf era

I honestly think it’s just about 2-3 tracks of the same synth. I think the 1st is playing a chord progression with very pronounced bass notes adding to the effect and the 2nd track seems to be for the higher melody with the slightly creepy half step sound. The flanger amplifies the movement in the notes leaving us like how tf did they make this but still not 100%
