Depends on season. During summer and monsoon rainy season, rain makes the air fresh and free of dusts and smogs. During winter, the fogs can trap dusts and smogs within the valley so it may get bad in some areas
You don't seem to recognize the distinctly Tibetan parts of Kathmandu produced by the Tibetan refugee population, They are not the same as Nepali. It's basically racist to ignore their existence and blend them in with Nepalis. Classic british ignorance
If we don't recognize them, how did we blend them in? This isn't about race. It's only about the top attractions. If whatever they have isn't popular among tourists, it's not our fault. Bring your virtue signalling elsewhere. BTW this video was done by a Nepalese.
There are no Tibetan parts of Kathmandu that's worthy for exploring. Tibetan refugees settled in and around already built ancient sites of Newari people like Boudhanath and Swayambhu. Tibetan refugees might have built some monasteries in hilltops but they are used for political activities against Chinese government so even local Nepali people are not allowed to explore most of them.

One big red flag for Kathmandu is that there is no trees in the city. Most people will expect to see more green in the city under the Himalayas.
Few kilometers out of main city, you will find lot of trees. If you are visiting soon, Let me know, I will recommend you few places.
