You didnt suck, it is just that Kagura cant fit in for more than couple of seasons now from different meta. From TANK meta she lacks damage, to UTILITY jungler meta, she lacks damage too until now ASSASSIN meta she is easy target from burst until "some" Kagura users *improvised* the build into sustain just to fit Kagura in. Kagura is good but there are more mages that is more flexible in any meta (Lylia, Novaria, Vexana)
