Ron (Matthew McConaughey) visits Dr. Eve Saks (Jennifer Garner) and asks for the new drug AZT. She explains that all the drugs he wants aren't FDA approved.
FILM DESCRIPTION:
Matthew McConaughey headlines director Jean-Marc Vallée's biographical drama centering on the story of Ron Woodroof, a Texas electrician who was diagnosed as HIV-positive in 1986, and who subsequently devoted his life to providing fellow HIV patients with non FDA-approved drugs and supplements during an era when doctors were still struggling to understand the devastating disease. Defying his surprise death sentence, Woodroof set out to procure any and all non-toxic alternative HIV treatments available, and established a "buyers club" for providing them to others afflicted with the disease. But that mission quickly made him a target for both the U.S. medical establishment and pharmaceutical industry, both of which resented his defiance of government sanctions, and joined forces to shut down his operation by any means necessary.

Around a year or two ago Indiana passed the "Right to Try Act” which allows people who are suffering from severe illnesses to try experimental drugs whether or not they are FDA approved.
Edit: It’s federal now.

Would that apply to drugs such as etizolam, it's not prescribed here in the states but it's prescribed in other countries. In the USA it's considered research chemicals. I recently had a package taken from me at JFK by the FDA and Homeland security, even though it is technically a legal substance. I lost $3000!!!

This feels oddly similar to another recent situation- can't quite put my finger on it though.
Nowhere near the same as what Ron faced, but I acted the same when I found out I had UC and would need to be on immunosuppressant drugs for the rest of my life. 6 years later i take a 1/5 of the prescribed dose and supplement with nicotine therapy (vaping). My hair is thicker than ever and thank God my colons been a happy camper most of all.

Unintended? The FDA only wanted AZT on the market b/c that's what was going to make them and the RX companies filthy rich. They couldn't control the other drugs he was naming so they wanted to make sure they were unapproved and then illegal to sell them in the USA. They went over this several times in the film.
Um, bullshit. The FDA wanted the others drugs banned because they were both USELESS and DANGEROUS. The FDA is the actual good guy in this movie and in the real story. This movie gets the actual story incredibly wrong. The drugs Woodroof was dealing in simply didn't work. We know now that Peptide T is absolutely useless in fighting HIV, while DDC can have even worse side effects than AZT, like irreversible nerve damage in your hands and feet. Compound Q straight up KILLED at least two people taking it. After that, the FDA worked with various buyers clubs around the country in order to stop them from using it. Only the Dallas club didn't listen. In the movie, FDA agents are depicted as heartless bureaucrats more interested in enforcing the law than in healing people. In reality, though, they were looking out for HIV/AIDS sufferers.

Microphones are capturing what's being said, and in many case, sound effects have been introduced to add realism. Even artificial light is being used in abundance to make it appear "real" or natural.
Make your own damn picture if you can't handle that this is a dramatization, a story being told, and not a documentary shot in real time of the events which happened, as they happened.

It does absolutely happen to this day. However, the last phase of fda trials takes a long time and when a drug is overwhelmingly beneficial with clear efficacy that is when they in good conscience will make it available. Like the doctor says...they didn't even know yet if AZT worked
There is almost no reason to do that kind of case control study... They can just give the medicine to everyone who wants to take the ‘risk’.. and compare them with the people who don’t.. or compare with passed cases... testing on humans only starts when there is a strong indication that the medicine does have a wanted effect.. Human trials are mainly to identify side effects.. but those don’t really matter a lot if the patient is dying.
They are also doing it with covid vaccines

It's also a big lie. The story told in the movie is wrong. AZT proved to be the effective treatment for HIV. Most of what he was selling at his club proved either completely ineffective, or highly dangerous. In real life he was the bad guy and the FDA were the good guys.
