Salaam Bro! This verse here starts with Allah giving us the option to call him by his most beautiful names in the Quran which are many. It’s a sequel referencing the Salah as many which can be found in the Quran so don’t be too extreme or too subtle but stay balanced right in between with what Allah makes easy in the Quran.
80 percent of the Quran talks about salah / salat. In short, salat is to help poor people financially or in any way which is possible for you , doing good for humanity, staying away from bad deeds, doing good deeds, being upright, honest, righteous, just etc.etc.

So called Muslims don't understand that the very first translation of the Quran was invented between 8th and 9th centuries about 4 generations after the death of Prophet (pbuh), in which Quranic language was taken different to the standard Arabic to define the Quran in their own meanings
The word "ﺮﺠﻔﻟﺍ" ()al fjr) correctly means exploding dissipating, immoral, wicked or sinful act. However, in the Quran, it is falsely translated to mean the Morning Prayer or the morning time, but in verse 2:187 the same word "sál" (al fjr) is translated to mean "dawn." This is because, in the hunger fasting season of Ramadan, they want us to stop eating and drinking at dawn in dedication to their moon-god

Salat is not namaz. So Salat is to make a "connection/connection/relatio nship/communication" with the "duty" (Duty) of following Allah's commands and prohibitions in the "context" created by any verse of the Qur'an, the verses before and after it. It is better to say that the indirect meaning of Salat is "duty" (depending on the context), which is consistent with every verse of the Qur'an.

Let me explain this to you brother. In this sura Allah is talking about regular litany made by prophet alayhissalom( look at 11:114, 17:78 ; these are times of regular litanies). Allah is instructing the prophet alayhissalom to recite the Quran in a moderate tone in his litanies. Not so loud that people can hear him standing at a litany, not so quiet that he(prophet) alayhissalom can not hear it. Peace.
I think the word "litany" is the wrong word to use in conjunction with "salat."
