Pretty new to sewing and working on this pattern does topstitching just mean using double needle on a regular sewing machine ?

Hi! I am new to using a sewing machine(I serge everything). When topstitching the elastic band portion, am I actually stitching the bottom of the band itself or am I stitching right beneath the band?

Hello! So you are going to topstitch right at the edge of where the elastic ends you want to catch that elastic not underneath but right on it ☺️
