Technically, the Roman Empire did have a "flag". It had what was called a "Vexillum", which had a red field with the letters "SPQR" surrounded by a gold wreath. "Vexillum" is where we get the modern-day term "Vexillology". Read more about it here: en.wikipedia.org/wiki/Vexillum
