It is a phrase, a bit over generalized, imo, because it overlooks the work that goes into truly understanding the Bible, but it is also a true statement. The true meaning of the phrase lies in the fact that the Bible is so interconnected that to truly understand a verse or section, you may need to study an entirely different book or chapter and maybe multiple.

His point is that we don't stop to try to understand what the author wants us to understand. All these authors would have known from memory most of the scripture and talking to people that also may have most of the scripture memorized. They were not trying to evoke feelings.

But we are given far more, and so expectations of what we do with it are naturally completely different. I don’t understand the purpose of what you said, honestly. Scripture gives more context into other parts of scripture. You wouldn’t understand half of what Jesus says without previous scripture. Thus, scripture is required to interpret scripture. Whether Joseph did much with or without scripture doesn’t change this.

As a former catholic, only the church had the authority to interpret scripture. Thank God that I read the Bible and found that to be unbiblical
