Actually Windows Server 2003 had the XP startup sound in all countries. The 'UK edition startup sound' was actually taken from a promotional video of this OS.

I think there's definitely a V3 on the horizon (the start of the NT 4.0 startup is very different to the original) but everything from 2000 RTM onwards is very good.
