You explained the benefits of builds but not necessarily the benefits to levelling, which in Oblivion is big factor in determining race quality (because the levelling system is a complete mess). Orcs and to a less extent Nords are objectively the best races because of endurance. All other races have their quirks and niches, but that early boost to endurance is just too damn impactful to ignore. Imperials and Bosmer are I'd say objectively the worse; Imperials have pretty crap racial bonuses and abilities, as do the Bosmer, who also have a knock to their speed because of the height.
overall the difference in max health isn't that huge between them and say, a redguard, for it to make that much of a difference imperials are definitely pretty bad though
So...this is not a good list. Right off the bat, Bretons are one of the best races to play. Their only downside is their low Endurance at start. But between them and a starting stat of 50 Endurance, that is only 40 Health points. Bretons give you 50% RESISTANCE TO MAGIC. That is phenomenal. With the Ring of the Mundane, that is 100% RESISTANCE TO MAGIC, all magic that could harm you. Then they get +50 Magicka, which with the sign of the Mage gives you +100 Magicka with no penalties. And Dragonskin gives you the most powerful Shield spell at the start of the game. Argonians suck. Anyone can get Waterbreathing with a spell or have a enchanted item. Disease and Poison can be cured with magic or potions. And they also start with 30 Endurance. Bretons are an "S" and Argonians are an "F". Khajiit are also an "F". Again, Night-Eye can be had with potion or enchanted items fairly easily. And the males have only 30 Endurance. The Imperials are also an "F". Their special trait is trash. Bosmer are also next to useless. The best are Bretons, Redguards, and Orcs. Orcs have 25% resistance to magic, and their Berserk power is good against powerful enemies early on. And the Adrenaline Rush for Redguard is awesome. Nords are good, but not great. And the High and Dark Elves are okay. I go with Breton, sign of the Mage, put +5 into Endurance and Luck for my class, and max Endurance out as fast as possible. I use the sigil stones to enchant a necklace with 30 Health, and then all my armor with +50 Fatigue. And my character can use high level spells because of my Magicka level. And I love to use Goldbrand, but also enchant a sword with a sigil stone with +25 shock damage and call it Thunderstruck:P
Maybe some day The oblivion playthroughs don't do very well on this channel (any playthrough that isn't fable honestly) But if I did another one it would definitely be some sort of mod playthrough
My favourite races would be Argonian, Dark Elf, and Breton. My least would be the Imperial. When I enter a fantasy world, I dont really want to be a plain white guy. At least Bretons have magic in their veins
I still think anything bretons can do, altmer can do better, and sooner. The only real thing bretons have going for them is the resistance, which honestly hardly matters at all. I've never ran into a single scenario in my thousands of hours of gameplay where I was thinking "damn if only I had more magicka resistance", but there have been countless situations where I either don't have enough base magicka to cast a spell, or I run out of magicka mid combat etc. etc. Basically I would rather have essentially double the magicka, than have magicka resistance. It's pretty easy to just not get hit when you are a super powerful magicka god, rendering resistances useless. Reflect spells can get you if you aren't careful, but there are ways to avoid this, and also it's pretty rare to come across a random reflect spell that you aren't expecting already.

at the end of the day everything can be made up for with a couple sigil stones

argonian and dark elf are my go to unless I'm going for an ultimate long blade build then I do redguard
