If you are moving things in your apartment building (eg, from basement car park to your flat) it will be okay. I use this to move things to the market, there is often asphalt footpath, and with this hard wheel, it vibrant things off the platform which is kind of annoying. And if you have a bump, you cannot get it up due to the small wheel.

I also have a handle bar that comes too far back. Is there a way to make the handle stand upright then recline as needed?

You should be able to clip it anywhere on the bottom from what I remember.
