Unfortunately, I think it's going to take decades, if not more, for China to catch up with Taiwan in this area because of Mainland China's sociocultural history. Take Hong Kong (my birthplace) as an example. It doesn't share Mainland China's horrific sociocultural history, yet, despite close to 150 years of British colonial rule and a highly educated and wealthy population, it still lags behind Taiwan when it comes to manners, civility, and kindness. (But I have to say Hong Kong is still WAY better than Mainland China regarding all these three traits. Let's say it may take Mainland China several decades to catch up with Hong Kong, and probably another century to catch up with Taiwan.) These qualities are unique to the people of Taiwan, and it needs historians, sociologists, and psychologists to explain why this is so.

Once when I was in South Korea, I nearly slipped and fell whilst walking down the street. I was next to a group of Chinese tourists when it happened. I didn’t expect them to help me, however they pulled their friends away from me and looked at me with bad expressions, as if I was deliberately falling into them 🤔. At first I couldn’t understand why.. but they probably thought I was trying to scam them 😂 (I wasn’t).

Fascinating discussion. The effect of the Cultural Revolution is undeniable. In my interactions with people of Chinese descent, I noticed the cultural characteristics you mentioned and assumed it was a spin-off of Confucian rules which seem to tie most Asians up socially into continuous knots and mind games. But what you describe is also common in my experience in Thailand which of course has a large Overseas Chinese immigrant culture influence. It is the norm for Thais to avoid Good Samaritan situations for the same reasons you outline, it can backfire easily and the mind games that are ever present can really cause trouble for not only oneself but ones family which is unacceptable. Nobody can be trusted and no good deed goes unpunished which is not too much of an exaggeration. There is some moderation of all this in some Thai as Buddhist teaching put great emphasis on compassion, empathy and mercy but most Thais are just looking out for themselves and rightly so as it can be very dog eat dog. Foreigners are often seen as exempt from all this mental gymnastics as they are not expected to think like Thai and are all crazy any way, at least that is not far from common Thai opinion. .

The passerby simply ignored me and I got helpless. Even I was shocked that the monk ignored me as well. I was thinking how come this kind of religious person could ignore me when I helplessly asked for directions to any nearby eating places. I was not in rags or worn out clothes.

Unfortunately its slowly feeling like parts of the west are turning the same way. People are scared to help during issues like this because it so often ends up backfiring. Theres enough stories of people saving someone from being attacked but being charged or sued for getting involved in the altercation.
Even just that Disney-land fight from the other day. Most people were too scared to get involved even as a woman was beaten in front of her child and I even saw people suggesting the woman who lifted the child and pulled him away from the fight could be in trouble because of the way she lifted him. As a tort lawyer in England and a person trained in first aid and AED , it's virtually the opposite. There is generally immunity in law to someone doing their best to help. Eg, if I broke someone's ribs whilst doing heart compressions) Also whilst not legally expected of a bystander, it is almost a duty to step in and help wherever possible. And failing to do so, such as not reporting a crime (ie the attempted rape in your story) could lead to the person who didn't report it facing a charge. I won't bore you with case law haha. Just thought I'd point out the difference.

One more possible reason. I am Chinese and living in USA. In my point of view (baby boomers generation), culturally, Chinese in general value money as top priority in life. The love of money is pretty extreme compare to other ethnic groups. Favorite hobbies: saving $ , hunt for best deals, love free stuffs...etc. We often make our decisions based on money (cost). If it is too "expensive" (even though we have cash in the bank), we won't spend it. Since time is money, therefore we value our time very high also. Help some strangers, go vote, do community work, participate volunteer work...etc are not popular. My mentality was like that when I was younger. I am actually writing this comment because I am better now.

That's when many states passed the Good Samaritan laws. It appears China has a convoluted version of the law and they are not being serious. If they really care about their own people they would pass similar Good Samaritan laws. Or better people can drive around with cameras on their dashboard with cameras running to protect themselves.

Here in my country, we often look up to Good Samaritans as heroes, those that go above and beyond for the GOOD of humanity and help the person who is needing help, this is usually taught by parents and encouraged by stories listened to by young people told by teachers and parents. It won’t happen overnight but it can become a righteous way of thinking and acting over time. Find a story such as Aesop’s fables “the lion and the mouse “ and tell it to the children and then you and your child can discuss this foible (tale) together.there are many lessons to be learned through Aesop’s fables an old Greek ( I think ) philosopher.

What I’m saying is, the chances of people getting into these situations are nil, but I guess people want certainty when it comes consequences. Fighting anywhere in the developed world isn’t encouraged either, and punishment is usually determined after the authorities figure out what happened.

Was there a period in Chinese long 4000+ year history when there was more altruism? My personal experience is that mainlanders (met many) and Hong Kongers (met few) are less altruistic than other people. The few Taiwanese I have met were quite compassionate people. I also met people Chinese from Malaysia, Indonesia, and Peru - these were cold/stern, but very honest and disciplined. Just some random observations.

There were definitely some discussions of being altruistic and empathetic towards others in Chinese culture (as shown in some typical sayings), but the teachings may not be so well-spread as people in the past were not all well-educated (often to the point of being illiterate) and the majority were peasants during the dynasties. Under the Communists, there are more people educated, but still there are a great number of uneducated or poorly educated people. I think the issue needs to be tackled by both better education and media promotion. Since the problem has been around for a while, it won't get better overnight, but hopefully with more educated masses, things will turn for the better.

I've seen some of the younger generation doing things to protect animals and such. I think in that way people are getting better about trying to do the right thing. I still see a lot of the younger generation not helping other people though. I think it is getting better though. Perhaps it just needs time.

As a foreigner living in Shanghai, one rainy day i slipped and fell down the floor in the metro. Everybody passed by and said or did nothing. It felt a bit cold hearted, but i tried to look at the bright side and thought, oh well...at least they are acting like it didn't happen so i feel less ashamed of my fall hahahaha
