No, Jeep Willys is from 1941 year and GAZ 64 from 1941 year too next model at GAZ 64 was GAZ 67 at 1943. Thus, production of both the Jeep Willys and the GAZ64 began at the same time.
GAZ is not a copy of the Jeep.

It was called the "Ivan-Willys" by soviet soilders. But its definitely different vehicle. There was everything in it designed for victory, not for chauffeur.
