As a male I find the girls can often be terrible at flirting, they have been raised on hollywood movies and this weird cultural vibe of 'janteloven' and as a result are terribly passive and afraid of judgment. Especially the most attractive girls often have completely uninteresting personalities due to just relying on their looks. People rely on alcohol and sloppy after-parties for hooking up, and of course we have tinder and other dating apps. You can approach women anywhere of course but it's very unusual any other time than at a nightlife venue, except for in Oslo where it's a bit more common during the day.
Norwegian women are so liberated that they do most of the picking up actually. Norwegian men kinda just show up. (note this only applies to settings lubricated by alcohol)
